The County Board of Supervisors adopted the Watershed Protection Ordinance (WPO) on January 27, 2016 (effective February 26, 2016). The ordinance prohibits any discharge of pollutants in stormwater unless applicable requirements are met. It includes water-quality prohibitions for discharges from land development activities. Development projects of certain sizes must prepare Stormwater Quality Management Plans (SWQMPs) implementing Best Management Practices (BMPs). The County Stormwater Standards Manual provides technical guidance. All properties must prevent illicit discharges including: wash water, chemicals, paint, oil, sediment, and other pollutants from entering storm drains. Erosion and sediment control BMPs are required during construction.
Stormwater violations may result in administrative penalties, fines, stop-work orders, and required remediation. Significant violations may be referred for criminal prosecution.
