La Grange, MO Environmental Rules: Stormwater Management (2026)

La Grange City Code § 220.010(A) lists fifteen specific conditions declared nuisances affecting health, and item 15 targets storm water directly: no person may discharge or cause to be discharged into a storm water system any waste materials, liquids, vapor, fat, gasoline, benzene, naphtha, oil or petroleum product, mud, straw, lawn clippings, tree limbs or branches, metal or plastic objects, rags, garbage, or any other substance capable of obstructing the storm system's flow, interfering with its operation, or polluting natural creeks or waterways. Because the prohibition sits inside the nuisance chapter, § 220.010(B) makes it unlawful for any owner, lessee, occupant, or their agent controlling land within the City or within one-half mile of its corporate limits to cause, permit or maintain that nuisance, and each day the discharge or resulting nuisance continues is treated as a separate offense.

Enforcement runs through the City's Abatement Officer, who under § 220.010(C) must give written notice specifying the violation and a correction period of not less than fifteen days; if the property owner or occupant fails to abate within that window, the Municipal Court can order abatement and assess the City's abatement costs as a special tax bill or lien against the property. Where the discharge threatens general health, welfare or safety immediately, § 220.010(C) lets the City abate the nuisance summarily without prior notice.
