The purpose of this regulation is to establish technically feasible and economically reasonable stormwater management standards to achieve a level of stormwater quality and quantity control that will minimize damage to property and degradation of water resources and will promote and maintain the health, safety, and welfare of the citizens of the City of Medina ... This regulation requires owners who develop or re-develop their property within the City of Medina to: (1) Control stormwater runoff from their property and ensure that all stormwater control measures (SCMs) are properly designed, constructed, and maintained.

Owners must control the volume, rate and quality of stormwater runoff so surface and ground water are protected and flooding and erosion potential are not increased, and must incorporate stormwater controls into site planning at the earliest possible stage. Public entities, including the State of Ohio and Medina County, must comply for linear projects within public rights-of-way. 09, all stormwater control measures must prevent structure flooding during the 100-year, twenty-four-hour storm event and maintain predevelopment runoff patterns, and stormwater ponds must provide at least one foot of freeboard above the projected peak stage during that same storm event.
