Rocklin, CA Environmental Rules: Stormwater Management (2026)

Chapter 8.30, Stormwater Runoff Pollution Control, was enacted by Ordinance 901 in 2005 to keep the city's stormwater system compliant with state and federal water quality law. Section 8.30.040 prohibits three categories of conduct: illicit discharges of anything other than stormwater into the conveyance system, unless exempted under Section 8.30.050; illicit connections into that system, including old connections made before the chapter existed; and throwing, depositing or stockpiling litter or waste on public or private land in a manner that may cause an illicit discharge.

Section 8.30.050 exempts limited flows such as water line flushing, incidental landscape irrigation runoff, noncommercial vehicle washing, and dechlorinated pool discharges, unless they violate a water quality plan standard. The director of public services, as enforcement official, can issue a notice of violation, a cease and desist order, or an emergency abatement order under Section 8.30.110, and Section 8.30.100 gives inspectors authority to enter property to sample discharges, with a warrant available if entry is refused. Section 8.30.130 makes any violation potentially chargeable as a misdemeanor, and Section 8.30.150 layers on a civil penalty of one thousand dollars for each violation, plus recovery of the city's investigation, administrative and attorney costs, which can become a special assessment lien against the property, collected the same way as delinquent property taxes, if unpaid within thirty days.
