LDC Β§5-86 (Environmental Management, Article IV) establishes stormwater management design standards. All new development must retain a volume equal to four inches multiplied by total impervious surface area, either on-site or in an approved master stormwater facility. On-line dry retention systems must collect runoff from the entire developed site; retention may occur in cisterns, ponds, swales, or natural areas. Treatment volume must recover within 72 hours. Section 5-86 also coordinates with landscaping requirements (Β§5-85), allowing stormwater facilities to count toward landscaping credit. A Stormwater Operating Permit from the City's Growth Management Department is required before construction.
Failure to obtain a Stormwater Operating Permit or maintain required retention capacity may result in stop-work orders, fines, and mandatory remediation under the City's code-enforcement process.
