Wayne County municipalities hold NPDES MS4 permits administered by EGLE. Runoff controls, illicit discharge bans, and post-construction BMPs protect the Rouge, Detroit, and Huron rivers.
Stormwater management in Wayne County is regulated under the federal Clean Water Act and Michigan's Part 31 Water Resources Protection (MCL 324.3101 et seq.), administered by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). Wayne County and most of its 43 municipalities operate under National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permits. The Wayne County Department of Public Services and municipal permittees implement six minimum control measures including public education, illicit discharge detection and elimination, construction site runoff control, post-construction stormwater management, and pollution prevention on public operations. Developers disturbing one acre or more must obtain a state construction stormwater permit and implement a Soil Erosion and Sedimentation Control (SESC) plan. Illegal dumping into storm drains (oil, paint, yard waste, detergents) is strictly prohibited. Report suspected illicit discharges to EGLE's Pollution Emergency Alerting System (PEAS) at 800-292-4706.
