Dearborn is a regulated Municipal Separate Storm Sewer System (MS4) community under the Michigan Department of Environment, Great Lakes, and Energy (EGLE) National Pollutant Discharge Elimination System program. The city stormwater system discharges primarily to the Rouge River, a tributary of the Detroit River. Construction sites disturbing 1 or more acres must obtain an EGLE Construction Stormwater Permit and implement a Soil Erosion and Sedimentation Control (SESC) plan under Part 91 of the Natural Resources and Environmental Protection Act (Public Act 451 of 1994). Smaller sites (5000 square feet or within 500 feet of a lake or stream) still need a Wayne County SESC permit. Residents are prohibited from dumping anything but rainwater into storm drains (no motor oil, paint, grass clippings, pet waste). Illicit discharge complaints can be reported to the Department of Public Works. Rouge River watershed plans also apply.
