Livonia is a regulated Municipal Separate Storm Sewer System (MS4) community under the Michigan Department of Environment, Great Lakes, and Energy (EGLE) NPDES permit program. The city adopted a Post-Construction Stormwater Ordinance that requires sites disturbing one acre or more to design detention or infiltration systems limiting post-development peak discharge to pre-development rates for the two-year, 10-year, and 100-year storms. Discharges to Rouge River tributaries must meet water quality volume requirements and include water quality treatment such as forebays or biofilters. The ordinance also prohibits illicit discharges to storm drains, including soap, chlorinated pool water, construction wash water, and paint. Homeowners may hand-wash cars on lawns but should not discharge soapy water to the street. Complaints about illicit discharges or failing detention basins go to Livonia Public Works at 734-466-2200.
