Common illicit discharges include car-wash runoff with detergents, pool draining, sediment from construction, paint or solvent rinsing into gutters, and dumping of yard waste into storm drains. Property owners and contractors must implement Best Management Practices (BMPs) for activities that could generate pollutants. The City is part of the Phase II Small MS4 program under the State Water Board's general permit.
