Youngstown, OH Environmental Rules: Stormwater Management (2026)

The City of Youngstown regulates stormwater under Chapter 950, Comprehensive Stormwater Management, adopted by Ordinance 22-344 on September 21, 2022. Under Section 950.07, it is unlawful to construct, enlarge, alter, repair, relocate, or demolish a storm sewer, natural watercourse, or other drainage facility without first filing an application and obtaining a Site Grading and Development permit from the City of Youngstown Public Works Department and paying the prescribed fee. Permits cover connections into the public storm water system, changes to drainage patterns, work in unimproved rights-of-way, projects requiring post-construction SCMs, and clearing and grading activities.

The fee schedule set out in Section 950.15 charges a flat $50 for residential construction, and for commercial and industrial work a sliding scale from $250 for 0.1 to 0.99 acres up to $2,000 for 10 acres or larger, deposited into the Waste Water Treatment Plant Pre-treatment fund. Plans must be reviewed and approved by Public Works before any permit issues, and the drainage system must discharge without adverse effect on adjacent or downstream properties. Anyone aggrieved by a Public Works order or determination may appeal to the Property Maintenance Appeals Board under Section 950.18, following Ohio Revised Code appeal procedures, with written notice served on the City.
