Santee, CA Fence Regulations: Height Limits (2026)

Santee Municipal Code § 13.10.050(G), "Fences, Walls and Hedges," applies to all residential districts in the City of Santee. Paragraph 1 limits any fence, wall, hedge or similar view-obstructing structure or planting that reduces visibility for vehicles or pedestrians to three and one-half feet in the front yard; a taller, six-foot combination fence of solid and open materials such as wrought iron, chain link or Plexiglas is allowed in the front yard or visibility clearance area only if at least 90% of its top two and one-half feet is open and non-view-obscuring.

Paragraph 2 allows fences or walls up to six feet in the exterior side yard, rear yard, or interior side yard, and lets the City require noise-mitigation walls up to eight feet in the exterior side or rear setback next to a street, provided the wall does not block sightlines for vehicles or pedestrians. Paragraph 3 requires a triangular visibility clearance area on lots next to an alley, driveway or street, measured along the curb face and the right-of-way lines, in which nothing may be planted, placed or allowed to grow taller than three and one-half feet; the Director can shrink or enlarge that triangle based on a public safety finding.

Outdoor recreation court fencing gets its own allowance under paragraph 4, up to 12 feet, set back five feet from rear or side property lines, and paragraph 5 bans barbed wire, concertina wire or similar security devices on any residential fence. The Development Services Department administers these standards through building permit review and code compliance inspections; a fence built over height or inside the visibility triangle is treated as a zoning violation, punishable like any other municipal code breach under §§ 1.04.050 through 1.04.080, including administrative fines up to $5,000.00 per violation under § 1.08.020.
