Blue Hill, NE Fence Regulations: Material Restrictions (2026)

7 bars any electric fence within the City of Blue Hill or its extraterritorial zoning jurisdiction unless it sits in the AG Agricultural District, where electric fencing is allowed as a normal agricultural use. Outside AG, a property owner or lessee may still apply to the City for approval to maintain electrified fencing, but the Zoning Administrator can only approve it after finding that non-electrified fencing will not adequately protect the property, and the application itself must explain in detail why a standard fence will not do; even then, the fence cannot be energized to a level capable of causing bodily harm to a person, whether a child or an adult, or to an animal.
