6 sets the default rule that every fence must be located inside the boundaries of the property on which it is built. The only way to place a fence on the lot line itself is for two adjacent property owners to sign a written agreement, file it with the City, and jointly build one shared fence on the common line between their side yards or back yards; without that filed agreement, a fence straddling or sitting on the boundary is not authorized. 9 governs which side of the fence faces which way: the finished surface of a fence must face the adjoining property or the street frontage, meaning the framing and posts face the fence owner's own yard rather than the neighbor's.

When two or more property owners agree to share a common fence line, that same section lets them jointly decide which side of the shared fence gets the finished face, but whatever they decide has to stay consistent along the entire length of the shared line rather than switching partway. These are the only two neighbor-facing fence rules in the Zoning Ordinance: it does not require a neighbor's sign-off before building a fence entirely on one's own property, only when the fence is meant to sit on the boundary itself.
