Casper, WY Fence Regulations: Material Restrictions (2026)

Two overlapping Casper Municipal Code provisions govern fence materials. The older nuisance-code section, 9.48.020, prohibits erecting or maintaining barbed wire, razor wire, or other similar sharp-pointed metal fencing along or adjacent to a public street unless it sits above six feet from ground level, and separately makes such fencing entirely prohibited in residential districts regardless of height. The zoning code's fence section, 17.12.120(H), restates and extends that rule citywide: no barbed wire, razor wire or sharp-pointed metal fence may be installed in any zoning district at all, with a single carve-out for security fencing installed above six feet in the C-2, C-3, C-4, M-1 and M-2 districts.

Barbed wire remains allowed in the AG (urban agriculture) district, reflecting the code's distinction between farm fencing and fencing in town. The same subsection adds a separate, blanket rule that electrically charged fences are prohibited in every zoning district in the city, with no security-district exception. That prohibition is reinforced outside the zoning title by Section 15.28.360 of the electrical code, which states that no electrified fences of any sort may be installed anywhere within the corporate limits of Casper. Fence permits generally run through the community development department under Section 17.12.120(B), and a violation of the material restrictions defaults to the misdemeanor penalty in Chapter 1.28 of the Casper Municipal Code where no specific fine is stated.
