Section 37-4.4 requires any applicant for site plan approval of a nonresidential use that abuts a residential zone, or an existing residential use, to install an 8-foot-high board-on-board fence along the entire shared property line. The fence is required in addition to, not instead of, any buffer area the zoning chapter otherwise mandates. No fence is required where a street, rail line, or utility right-of-way already separates the properties, and any deviation needs a design waiver from the reviewing board.
