Encinitas Municipal Code Title 30 restricts certain fencing materials in residential zones. Barbed wire, razor wire, and concertina wire are prohibited in all residential zones except where agricultural livestock is kept on appropriately zoned parcels. Electric fences are prohibited in residential areas. Chain link fencing in front yard areas may be restricted or require a more finished appearance depending on the zoning district. Temporary construction fencing must be removed upon completion of work. In the Coastal Zone, fence materials must not obstruct public views and the Coastal Development Permit process may impose conditions on materials and design. The Olivenhain community design guidelines encourage rustic materials such as wood post-and-rail or split-rail fencing consistent with the area's rural character. Corrugated metal, sheet metal, and industrial materials are generally not appropriate for residential fencing. All fence materials must be maintained in good condition without rust, rot, or structural failure. Standard acceptable residential materials include wood, vinyl, wrought iron, masonry, and composite materials.
