San Diego County restricts certain fencing materials in residential zones. Barbed wire and razor wire are generally limited to agricultural and industrial zones. In wildfire zones, fences within 5 feet of structures must be non-combustible or fire-retardant material.
The County Zoning Ordinance restricts fencing materials by zone. Barbed wire fencing is generally allowed only in agricultural (A) zones and on properties with livestock. Razor wire is prohibited in residential zones. Electric fences require compliance with specific safety standards and are generally limited to agricultural use. In Very High Fire Hazard Severity Zones, fences within 5 feet of a building must be constructed of non-combustible material or approved exterior fire-retardant wood meeting fire-resistive standards equivalent to exterior walls. Chain link, wood, vinyl, wrought iron, and masonry are all generally allowed in residential zones subject to height limits.
Prohibited fencing materials in residential zones may be cited by Code Compliance and ordered removed. Fire zone material violations are enforced by the County Fire Authority.
