Lima bans electrified fences and prohibits barbed-wire, razor-blade or coil fencing abutting any public street or sidewalk or within any Residential District, under Ordinance 1262.02(F). Limited barbed-wire topping is allowed only outside residential districts.
Section 1262.02(F) restricts dangerous fence materials. No person may erect or maintain a fence charged with electrical current. No barbed-wire, razor-blade-type fence or coils may abut or be adjacent to any public street or sidewalk, or exist within any Residential District. The only exception: up to three strands of barbed wire may top a non-barbed-wire fence, provided the strands are at least six feet above the ground and the fence is in a district other than Residential. Fences must also use standard fence materials acceptable to the City Engineer under subsection (E).
Prohibited electric, barbed-wire, razor or coil fencing must be removed; Lima issues zoning citations under Chapter 1242 and may order abatement.
