Electric fences are prohibited throughout the city under Sec. 9-5, which makes it unlawful to construct, maintain, or connect any fence to electricity. Barbed wire is restricted to 2 or 3 strand pasture fences for livestock control only; all other barbed wire use is prohibited per Sec. 9-3(3). Razor wire cannot be placed on fences below 6 feet above natural grade. Front yard fences (forward of building setback) must be chain link, wrought iron, or white picket only per Sec. 9-3(1). Commercial opaque metal fences must use new materials only and must be painted one color per Sec. 9-3(2). Fences cannot be built on or inside drainage easements of the city, Harris County, TxDOT, or Harris County Flood Control District per Sec. 9-6.
