Casa Grande Municipal Code § 17.52.130 bars any person, firm or corporation, except on a farm and related to farming, from constructing or causing to be constructed or erected any fence within the city without first making an application for and securing a building permit. That permit requirement sits at the start of Article III (Fences and Walls) of Chapter 17.52, immediately ahead of the location and construction standards that follow in §§ 17.52.140 through 17.52.170, so the permit review is the gate a homeowner or contractor passes through before the material, height and location rules can be checked.
