Glendale, AZ Fence Regulations: Fence Permit Requirements (2026)

2 of the 2024 International Building Code as adopted for Glendale, rewriting item 2 of the list of work exempt from a permit. Under that amendment, an ordinary fence not over seven feet (2,134 mm) high needs no building permit at all. The exemption carries two carve-outs that apply no matter how short the fence is: a swimming pool barrier fence and a perimeter subdivision fence both require a permit even under seven feet, because both serve a life-safety or platting function the city treats differently from a routine yard fence.

1, administers and enforces this permitting requirement, and permit fees for any fence that does need one are set by council resolution under the amended Section 109. 6 makes it unlawful to continue work after notice of suspension or revocation is served on the permit holder, owner, or person in responsible charge, and a revoked permit's fee is not refunded. Any fence over seven feet, meanwhile, falls outside the exemption entirely and needs a standard building permit and plan review under the same code.
