Waterloo, IA Fence Regulations: Fence Permit Requirements (2026)

The City of Waterloo amended the work-exempt-from-permit list in the adopted IRC and IBC at section 9-1-2. The stock International Residential Code exemption at item 2 of R105.2 normally covers only very short fences; Waterloo's council rewrote it to read, in the city's own words, "Fences not over 4 feet high," and made the identical change to the IBC's parallel exemption at 105.2. Any fence at or under that four-foot threshold is exempt from a Waterloo building permit regardless of material or lot location. A fence built taller than four feet is not on the exemption list, so it falls back under the general adoption of the 2021 IBC and IRC in section 9-1-1, which requires a permit before any structure is erected, altered or repaired in the city.

Waterloo's amendment package deleted several other stock exemptions in the same section, such as agricultural shade-cloth structures, while adding a handful of new ones for minor items like storm windows and garage doors, so the fence line item has to be read against the full, city-specific list rather than the unmodified ICC text. Applicants confirm the current threshold and any permit paperwork with the Building Inspections Department before installing a taller fence.
