The city also exempts certain excavations from a separate grading permit, but not excavations leaving an unsupported height greater than five feet after the structure is built. Building a retaining wall over 4 feet (from footing) or one supporting a surcharge without a building permit, or building a combination wall that exceeds the zoning height limit without a site development permit, can lead to stop-work orders, required engineering, and removal or rebuild.
