Beaumont, CA Filming & Production: Location Permits (2026)

Chapter 5.38 of the Beaumont Municipal Code, Filming Permits, governs shoots in the City of Beaumont, Riverside County, California. Section 5.38.020 requires a permit before anyone uses public property, private property or a residence to take commercial motion pictures, television pictures or commercial still photography. Section 5.38.040 makes the City Manager or his designee the issuing authority. Three groups are exempt: reporters, photographers and cameramen employed by a newspaper, news service or similar entity doing on-the-spot news broadcasting, people filming solely for private-family use, and projects qualifying under Section 501(c)(3) of the Internal Revenue Code. Under Section 5.38.010 a charitable film cannot profit anyone from its production or showing.

The application lists the owner's name, address and telephone number, the specific location, the inclusive hours and dates, the nature of the filming, the person in charge, the exact number of personnel, any animals or pyrotechnics, and the exact vehicles and equipment. Section 5.38.050 sets the application and permit fee at $75.00. City personnel and equipment used for traffic control, street closures and other help are billed at actual cost, and a deposit can be required when that cost is unknown at the start of filming. Section 5.38.040 adds that the production company reimburses the City for police, fire or traffic personnel provided to assist.

Section 5.38.060 requires a certificate of insurance in an amount not exceeding $1,000,000.00 naming the City as coinsured and City officers and employees as additional insured, with 30 days' written notice before cancellation or modification. Workers' compensation coverage must meet federal and state requirements, and a refundable faithful performance bond can be required to guarantee site cleanup and restoration. Under Section 5.38.030 the designated City officer writes the rules, approved by Council resolution, based on the health and safety of persons, avoiding undue disruption, the safety of property and traffic congestion at particular locations.
