New Rochelle, NY Filming & Production: Location Permits (2026)

Section 142-2 of the City Code bars commercial movie filming, videotaping, videorecording, television production, and still photography on any private or public property in New Rochelle without a filming permit issued by the City Manager. The application, filed under § 142-3, must list the applicant, property owner consent, production contacts, dates, scene description, equipment and vehicle counts, and safety precautions for explosives, hazardous chemicals, or demolition. Public-property shoots additionally require a certificate of insurance naming the applicant, property owner, and the City as insureds, with minimum coverage of $2,000,000 for public liability and $1,000,000 for property damage, plus workers' compensation evidence and an indemnification endorsement.

Under § 142-4, the completed application and fees must be filed with the City Manager's office at least one week before the first filming date, and a separate permit is required for each calendar day, though consecutive days can be requested on one application. The City Manager may deny a permit in his or her sole discretion. Section 142-5 requires the permittee to personally deliver or mail a copy of the permit or a letter of intent to all property owners within 100 feet of the site, and to owners on the same street within 500 feet, at least two days before filming for personal delivery or four days for mailed notice.

Fees under § 142-7 start with a nonrefundable $500 preliminary application fee, applied to the final permit cost, with public-property location fees ranging $2,000 to $5,000 per shoot day depending on cast and crew size, and private-property fees of $800 to $2,000 per shoot day. No permit issues for a property with open Zoning, Building, Property Maintenance, or Fire Code violations under § 142-6J.
