North Hempstead, NY Filming & Production: Location Permits (2026)

North Hempstead Code § 36-3A bars filming or allowing filming on public lands without first obtaining a permit from the Town Clerk, and § 36-3B extends the requirement to private-property filming that results in incidental use of public lands, though loading or unloading equipment on a public right-of-way for 15 minutes or less does not trigger it. One permit is required per location under § 36-3D, and § 36-3E caps authorized consecutive filming days at 14 without a waiver. Applications go to the Town Clerk under § 36-5 and must include the applicant's and production contact's names and addresses, the filming location and any base camp location, property owner consent if the applicant is not the owner, dates and hours of filming, a description of any excessive noise, illumination, explosives, pyrotechnics, animals, weaponry or stunts, and a list of vehicles and equipment.

Section 36-6A conditions permit issuance on proof of insurance: $250,000 per claim and $1,000,000 aggregate for property damage, and $500,000 per person and $2,000,000 aggregate for bodily injury, naming the Town as an additional insured. , including equipment setup and breakdown, unless the Town Clerk approves modified hours after review by the Supervisor and district Councilperson. News media coverage, filming by an owner for personal or family use, and handheld-device filming that only incidentally uses public lands are exempt under § 36-4. The Town Clerk may refuse a permit under § 36-7B for anticipated excessive noise, danger, or interference with traffic or adjoining property use, and a denial or revocation may be appealed to the Town Board within 10 days under § 36-8.
