North Hempstead, NY Filming & Production: Street Closures (2026)

Under Town Code § 36-6H, any production seeking to close a road for filming in North Hempstead must apply to the Office of the Town Clerk no less than 10 days before filming begins. The application must include a traffic plan showing every scheduled street closure, traffic closure, and detour, on top of the general filming application requirements in § 36-6A, which include a $250,000/$1,000,000 property-damage insurance policy and a $500,000/$2,000,000 bodily-injury policy naming the Town as an additional insured party.

Approval is not automatic, but it is presumptive: § 36-6H(1) directs the Clerk to approve a road-closure permit unless the filming would substantially disrupt a street already prone to congestion, interfere with emergency vehicle operations, conflict with scheduled street maintenance or an existing excavation permit, interfere with municipal functions or other authorized activities on Town property, create a substantial risk of injury to persons or property, or raise other Town concerns. Where the Clerk approves the closure, § 36-6H(2) lets the Clerk attach conditions, including requiring the production to place signage and traffic control devices at its own expense.

Road closures also sit inside the Town's filming-hours rule at § 36-6I: filming, setup and breakdown are confined to 7:30 a.m. to 9:00 p.m. unless the Clerk grants a written modification after review by the Supervisor and the district Councilperson. Productions must give affected property owners 48 hours' written notice of any closing and notify the Police and Fire Departments at least 72 hours before filming starts.
