020. 040 carves out two exemptions: the chapter does not apply to filming news events concerning persons, scenes or occurrences that are in the news and of general public interest, and no permit is required to shoot film or video from a position on a public sidewalk when the activity does not impede other lawful use of the sidewalk and lasts less than one hour in any twelve-hour period. 050 directs the film coordinator to set rules on the form, time and location of the activity and the permit fee, judged against traffic congestion, public safety and convenience, disruption of normal activity at the location, and the safety of property.

Violations & Fines
Filming on city property, facilities or rights-of-way without a Section 5.34.030 permit, or without the required liability insurance or indemnity bond under 5.34.070, is unlawful. Chapter 5.34 does not set its own fine schedule, so a violation defaults to NLVMC 5.02.460's general Title 5 penalty: a fine of up to $1,000, up to six months in the city detention center, or both.
