Brookhaven, GA Filming & Production: Street Closures (2026)

Two provisions control film-related street closures. Section 15-569 requires a pre-permit meeting with the City of Brookhaven a minimum of one week in advance, before the film production permit application can be accepted and processed, when filming happens at a residential location and includes any of four items: preparation, filming, and clean up lasting a total of three days or more; outdoor filming; full or partial lane and street closures; or requested variances to any city code. Section 15-570(e) then provides that the permit can authorize the city to close designated streets and intersections for designated hours and days.

On private property, section 15-563(b) makes a permit mandatory for filming that involves the closure of a street, lane, or sidewalk, occupation or interference of a right-of-way, or filming disruptive to the normal flow of traffic. The application must include a proposed street/parking lot closure plan, a proposed traffic plan if necessary, a proposed street/parking plan, and a plan for crowd and traffic control (section 15-567(f)). The producer must prove that affected residents and businesses on and adjacent to the closure are notified seven days before filming, must give them a copy of the closure map, and can be required to post notification signs at the producer's expense.

Where off-duty officers are needed, uniformed Brookhaven Police Officers are used, and DeKalb County officers only if Brookhaven officers are not available (section 15-570(a)). Barriers, traffic cones, and similar city equipment cost an additional fee set by council resolution (section 15-568(9)). Denial grounds in section 15-573 include unnecessary traffic disruption beyond practical solution, interference with access to fire stations and fire hydrants, and undue hardship to adjacent businesses or residents. The producer cleans the right-of-way within 24 hours of the conclusion of filming, or the city arranges cleanup and charges the producer.
