La Habra, CA Filming & Production: Street Closures (2026)

Section 5.54.060 sets the conditions attached to every filming permit issued under Chapter 5.54, and subsection G governs traffic control specifically: a production that would impede traffic flow must use La Habra police department personnel and follow all traffic control requirements the police deem necessary, install advance warning signs and devices conforming to Caltrans' Manual of Traffic Controls, and may restrict traffic to a single twelve-foot lane or stop it intermittently, but never during the peak travel hours defined in Section 5.54.010 as seven a.m. to eight-thirty a.m. and four-thirty p.m. to six p.m.

Traffic cannot be detoured across a double line without prior police traffic-division approval, and camera cars must be driven with traffic and obey all traffic laws unless the city authorizes otherwise. Subsection P covers the public works side of a street closure: if the applicant needs to park equipment, trucks or cars on streets or highways, temporary "No Parking" signs must go up no less than seventy-two hours before the date, and the applicant must also get permission to string cable across sidewalks or from a generator to a service point.

Any emergency roadwork or construction by city crews or contractors takes priority over the filming activity. Subsection M separately requires the production to use La Habra police personnel throughout filming, a minimum of one officer unless the chief of police waives it, to manage the parking, congestion and traffic effects on surrounding streets, with the permittee bearing the full cost of that police staffing.
