030 sets two different filing deadlines inside the same sentence. Most filming permit applications only need four working days' notice before the shoot starts. But when the production requires the closure or partial closure of a public street, park, right-of-way, or the municipal pier, the applicant must file the completed San Clemente filming permit application, together with the fee set by City Council resolution, with the Department of Beaches, Parks and Recreation at least ten working days ahead of the first day of filming. 050, several of which speak directly to street and right-of-way impacts: the filming cannot be permitted if it will substantially interrupt the safe and orderly movement of vehicular or pedestrian traffic, block traffic lanes or close streets during peak commuter hours, or concentrate people, animals, and vehicles at the site so heavily that it could delay police, fire, or ambulance response below the city's established response time.

A production needing a closure should also expect to cover the security, insurance, and staff and equipment recovery costs set out in the city's Commercial Filming Policy, since none of those obligations are waived by the longer filing window. An approval, conditional approval, or denial can be appealed in writing to the City Clerk no later than two working days before the filming activity is to commence.
