Stonecrest, GA Filming & Production: Street Closures (2026)

Stonecrest's entertainment-filming ordinance defines Impact on public property to include closure of a city or state street, lane and/or sidewalk (Sec. 15.14.1), and Sec. 15.14.6(4)(d) separately lists closure of a street, lane and/or sidewalk as an element the producer must disclose on the filming application and that the Department of Economic Development must approve before it can occur. But Sec. 15.14.4(4) carves the actual closure request out of city hands: it states that where the application includes a request to close a city street, lane and/or sidewalk during the transition period for the City of Stonecrest, the request will be processed by DeKalb County in accordance with DeKalb County's ordinances, guidelines, and regulations.

Stonecrest incorporated in 2017, and the ordinance's transition period ran through the end of that calendar year under Sec. 15.17.1, when DeKalb County licenses and permits held inside the new city remained valid; the closure-routing language in Sec. 15.14.4(4) is tied to that same transition period rather than to an ongoing arrangement. A producer planning a street, lane or sidewalk closure for filming still needs the city's Sec. 15.14.4 filming permit for the shoot itself, and must separately satisfy whatever closure process governs the road at issue.
