Sec. 15.14.7 sets out what every filming-permit application to the Department of Economic Development must contain, including the project name, applicant contact information, photo identification, and the dates, times, locations and elements of the planned shoot. Subsection (1)i. adds a requirement that applies only when the applicant is a student: the student must supply an official letter or document from his school confirming that he is currently enrolled there, and must also appear in person and present his current student identification card and a valid driver license.

A student without a driver's license may substitute a different form of identification that includes his photo. The extra verification does not exempt a student producer from any other part of the permitting process: the application still carries the Sec. 15.14.11 fee, $200.00 for a standard filing made more than three business days ahead or $300.00 total if filed within three business days, and the Department can still deny the application on any of the grounds in Sec. 15.14.7(6), such as an unreasonable risk of property damage or a conflicting prior permit.

The purpose of the school-enrollment and in-person identification requirement is to let the Department confirm who is actually applying and responsible for compliance, since Sec. 15.14.9 makes the producer, not the school, responsible for knowing and following all city ordinances that apply to the shoot.
