Warren, MI Filming & Production: Street Closures (2026)

Section 12-23 governs temporary street closures tied to filming. After registering a filming activity under Section 12-4, a production can request that the city authorize a temporary street closure; approval of that permit rests with the police commissioner or his or her designee, not the film coordinator directly. 00 cash bond to insure cleanup of debris, plus a copy of the applicant's certificate of insurance as required under Section 12-21. Because a street closure request also triggers Article III, the production must additionally file the Section 12-12 application to use city-owned property, attaching the registration form, insurance certificate, indemnity and hold harmless agreement, any required building or fire permit, and any required city, county or state MDOT road closure permit, and agree to reimburse the city for all costs the closure generates, including police, fire and public works personnel under Section 12-22.

Section 12-20 separately requires the applicant to give written notice to residents and businesses near the filming location at least three business days before filming begins, and the film coordinator determines the notice radius partly based on the extent of the street closure. Section 12-13 lets the coordinator deny the city-property application if the closure would substantially disrupt traffic at a congested time or interfere with emergency vehicle access.
