Yuba City code enforcement abates overgrown weeds, brush, and dry vegetation under the property maintenance provisions of the Municipal Code and the California Fire Code (adopted via YCMC Title 4 Chapter 5). Because Yuba City sits in the Sacramento Valley floor and is not within a CAL FIRE State Responsibility Area, defensible-space requirements apply only where the city has designated hazard or under CFC Section 304.
Yuba City lies in the valley-floor portion of Sutter County and is mapped almost entirely as a Local Responsibility Area (LRA) outside any Moderate / High / Very High Fire Hazard Severity Zone on the State Fire Marshal's January 2025 LRA FHSZ map. Therefore PRC 4291 'defensible space' (100-foot clearance) does not apply within city limits the way it does in foothill SRA communities. Vegetation hazards are abated under two authorities: (1) California Fire Code Section 304 (Combustible Waste Materials), adopted through YCMC Title 4 Chapter 5, which prohibits accumulation of weeds, grass, vines or other growth liable to be fired and to communicate fire to a structure; and (2) Yuba City's property maintenance / public nuisance provisions enforced by the Code Enforcement Division (530-822-4703). The Fire Marshal may order removal of vegetation hazards under CFC Section 304.1.2.
Property owners receive a written notice to abate. If not corrected by the deadline, the city may abate the nuisance and place the cost as a lien on the property under California Government Code Section 38773.5. Administrative citations under YCMC Chapter 6, Title 1 carry fines up to $100 (first violation), $200 (second), and $500 (third and subsequent within 12 months) for non-building/safety violations; fire-code violations may be charged as misdemeanors under CFC Section 109 with up to $1,000 fine and six months in jail. Reports go through YC311 or (530) 822-4703.
