Bossier Parish, LA Fire Regulations: Fireworks (2026)

Bossier Parish's zoning code does not let fireworks, gunpowder or other explosives be manufactured or stored as a matter of right anywhere in the unincorporated parish. Section 126-757(b)(3) places 'Explosives, fireworks and gunpowder manufacture and/or storage' on the special exception list for the I-2 heavy industry district, the parish's most intensive industrial zone, alongside acid manufacture, junkyards, sanitary landfills and petroleum storage. A special exception under this section is not a routine site plan approval: the code treats it as possessing 'characteristics of unique or special form,' so each proposed facility is evaluated as an individual case by the board of adjustment under the special exception procedures in division 7 of the zoning article, the same review track used for a racetrack or an automobile wrecking yard.

An applicant must first secure I-2 zoning for the parcel, then apply to the board of adjustment for the special exception itself before storing or manufacturing product. I-2 also carries a compatibility setback: nonresidential buildings, including this use, must sit at least 50 feet from any adjoining one-family residential use, existing residence, or land designated residential on the master plan, plus an eight-foot screening wall and a 25-foot landscaped buffer where the site adjoins existing or proposed residential uses. No B-1, B-2, B-3, I-1, residential or agricultural district in the parish permits fireworks manufacture or storage at all, by right or by exception; the I-1 light industry district's own use list, at Section 126-756, omits the entry entirely.
