Bossier Parish, LA Animal Ordinances: Veterinary Clinic Zoning (2026)

Bossier Parish's zoning code, enacted by the Police Jury and administered through the Metropolitan Planning Commission, sorts veterinary uses by whether animals are boarded outdoors. Section 126-738(b)(1) lists 'Animal clinic, without outside kennels' and 'Small animal clinic, with no outside kennels' among the uses by right in the B-3 community and central business district, alongside pharmacies, apparel stores and other neighborhood-serving businesses; no outside kennel is allowed there. Once a practice adds outdoor kennel runs, it reclassifies as an 'Animal hospital or clinic, with outside kennels,' a use-by-right entry under Section 126-756(b)(1) in the I-1 light industry district, and it repeats as a use by right in the I-2 heavy industry district under Section 126-757.

Both industrial districts allow the use without a special exception if the site plan otherwise conforms, and the B-3 district likewise treats the kennel-free clinic as by right, so neither version needs a board of adjustment hearing. A property owner planning a clinic in unincorporated Bossier Parish must check the parcel's zoning district before signing a lease: a kennel-free storefront works in most B-3 corridors, but any outdoor run pushes the site to industrially zoned land, farther from residential neighborhoods and retail centers. The Bossier Parish Building Official still requires a building permit for the structure itself under Chapter 19, independent of the zoning classification.
