Bossier Parish, LA Animal Ordinances: Pet Groomer Rules (2026)

Section 14-4 requires every commercial animal handling establishment, defined to include pet shops, kennels, grooming shops, commercial breeders and dealers, and K-9 or guard dog training operations, to hold a Police Jury permit before opening; veterinary hospitals and humane organizations are exempt. 00 permit fee, in addition to any occupational license fee. Renewals, with a fresh inspection, are due by the last workday of the year. The parish administrator approves or denies permit applications, and police jury representatives can inspect the licensed premises and animal records at any time.

Minimum standards set out in the section require fresh water available at all times in cleanable, tip-proof containers, healthful cage temperatures, metal or nonporous cage material, animals under three months fed at least three times daily, clean dry bedding with litter boxes for cats, no animal kept in darkness during daylight hours, and daily feeding, watering, and cage cleaning including weekends and holidays. Tables A, B, and C in the section set minimum cage dimensions and floor area by species and length of confinement, from 30-day-plus housing down to stays under 24 hours. Every permit must also conform to the parish zoning ordinance in Chapter 126.
