Cecil County Code § 261-5.S is a flat prohibition: "No fireworks are permitted in any County park at any time." Unlike several neighboring park rules that allow the Department of Parks and Recreation to designate an area or issue a permit for an otherwise-restricted activity, such as camping under § 261-5.H or public exhibitions under § 261-5.Z, the fireworks clause carries no such carve-out; it applies to every County park without exception. It sits among the general conduct rules of § 261-5, which under § 261-3 govern Department parklands and facilities within the County, meaning the ban reaches County-run park property in unincorporated Cecil County specifically and does not by its own terms extend to private property or the separate parks of the incorporated towns.

Enforcement follows § 261-6: the Director, Superintendent, Recreation Coordinator, Department of Parks and Recreation, and the Deputy Sheriff's Department may issue a citation carrying a $50 fine for the park-rule violation, and because possessing or discharging fireworks is independently regulated by Maryland law, a violator who also breaks state fireworks law is subject to the state's own fine or imprisonment penalty under § 261-6.B rather than the chapter's general misdemeanor cap.
