Cecil County, MD Parking Rules: Street Parking Limits (2026)

Section 359-10, in Article III of Chapter 359, gives Cecil County its general on-street parking rule for zones the county has posted with a time limit. Subsection A bars parking 'for more than the designated time in any space or zone which has been marked as restricted to a designated maximum time of parking,' and Subsection B requires that restriction to be posted on a sign, mounted on a post or the side of a building, that is clearly visible from the space or zone it covers; an unposted zone cannot be enforced under this section.

Subsection C lets any law enforcement officer who finds a vehicle over its time limit either hand the driver a citation or attach it to an unattended vehicle in a conspicuous place, and then have the vehicle towed at the owner's expense; the officer keeps a signed copy of the citation certifying the facts under penalty of perjury, and the registered owner is presumed to be the person who received the citation. Cecil County's authority to regulate parking at all traces to Maryland Transportation Article §§ 25-102 and 26-301, cited in § 359-3.

Article II of the same chapter separately governs parking on County-owned property, and Article VI lets the county impound any vehicle left unattended on a public road for 48 hours or that blocks traffic, quite apart from a posted time-limit violation.
