Cecil County, MD Parking Rules: Snow Removal Parking Rules (2026)

Chapter A383, Snow and Ice Removal, is one of the appendix policy chapters in the Code of Cecil County. ' Section A383-2 gives the Chief of the Roads Division authority to track storm and roadway conditions, decide the county's response, and call in division personnel or private contractors as needed, and § A383-3 leaves the decision on when to stop plowing operations to that same Chief. Article II addresses how the county pays for the work: § A383-4 declares snow and ice removal spending an emergency expenditure under Article 25, § 37A(b)(1)(ii) of the Annotated Code of Maryland, exempting it from competitive bidding, and § A383-5 directs the Roads Division to use a uniform contracting procedure built around the county's own Snow Removal Requirements and Procedures and standard contractor agreement.

Section A383-6 defines when a 'snow or ice emergency' is in effect for the county: either the Maryland State Police have declared a snow emergency for Cecil County, or the Cecil County Department of Emergency Services has made an announcement to that effect. The chapter does not create a separate resident-facing alternate-side-parking rule or a snow-emergency parking ban; parking enforcement during a storm still runs through the general provisions of Chapter 359.
