East Orange, NJ Fire Regulations: Fireworks (2026)

East Orange adopted its fireworks chapter July 27, 2020 by Ordinance No. 24-2020. § 147-2 declares that the sale, use and possession of fireworks is inimical to the safety and welfare of City residents, and § 147-3 backs that up with an outright prohibition on sale, use and possession anywhere in the City of East Orange unless the person holds a permit. § 147-1 carves out 'sparkling devices and novelties' from the ban: wood or wire sparklers with no more than 100 grams of pyrotechnic mixture per item, handheld or ground-based sparkling devices with 75 grams or less per tube (500 grams for multiple tubes), and snakes, glow worms, smoke devices and trick noisemakers with 25/100 grams or less of explosive mixture each.

To get a permit, § 147-4 requires an application naming who will purchase and receive the fireworks, the specific types, the date, hour and place of the display, and the storage location, subject to the Public Safety Director's approval; the Director can also demand a site plan showing setup, discharge, disposal and an emergency plan. Permits cost $300 by check or money order, cannot be assigned or transferred, and the Director may require a certificate of insurance naming the City as additional insured for at least $500,000 per injury or claim and $1,000,000 per occurrence, approved by Corporation Counsel. The permit holder must promptly remove unused fireworks and any display refuse.
