San Joaquin County adopted a new fireworks ordinance (June 2025) tightening restrictions in unincorporated areas. The ordinance bans possession, use, sale, transportation, and discharge of all fireworks β both Safe and Sane and dangerous β in unincorporated San Joaquin County. Permitted public fireworks displays require a license from the County Fire Warden and must be operated by a licensed pyrotechnic operator; all salute-type fireworks (single-break aerial salutes, multi-break shells with salutes, ground salutes) are banned even at permitted events. The ordinance includes social host liability provisions and allows cost recovery for emergency response from violators. The Fire Warden, Sheriff's Office, and local Fire Chiefs have enforcement authority including inspection powers and warrant authority. Illegal fireworks may be seized and destroyed at the owner's expense.
