Lenexa, KS Fire Regulations: Fireworks (2026)

Lenexa's fireworks rules sit in Article 3-6-B of the City Code. Section 3-6-B-1 makes it unlawful to expose or keep for sale, sell, barter, give away or possess fireworks within the corporate limits. The Fire Chief or designee can seize and remove any stock offered, stored or held in violation, at the expense of the owner. Section 3-6-B-2 separately prohibits discharging, firing or igniting fireworks in the City, and it makes the 2018 International Fire Code, Chapter 56, part of the specifications. The ban does not apply to the military or naval forces of the United States or the State, or to peace officers, and it does not bar blank cartridges for ceremonial, theatrical or athletic events.

The definition in § 3-6-D-1 is broad: any combustible or explosive composition or device made to produce a visible or audible effect, including firecrackers, torpedoes, skyrockets, Roman candles, toy pistols using explosives, and any tablet or device holding an explosive substance. Sparklers, snakes, smoke bombs, auto flares and paper caps averaging .25 grain of explosive or less are outside the definition, along with toy guns made for those caps.

A public display requires permission from the Fire Chief or designee. The application must name the sponsoring organization and the person firing the display, give the details of that person's Kansas State Fire Marshal pyrotechnic license and experience, and list the date, time, exact location, the number and kinds of fireworks and how they are stored. The diagram must place the discharge point at least five hundred feet (500') from all buildings, highways and other lines of communication. The applicant must carry liability insurance of $500,000 per person, $500,000 for injuries to more than one person and $500,000 for property damage, with a $1,000,000 annual aggregate, and name the City as certificate holder. The Fire Chief sets the standby fire apparatus, and a fee can apply.
