Novi, MI Fire Regulations: Fireworks (2026)

Sec. 22-112 adopts definitions from the Michigan Fireworks Safety Act for consumer fireworks, low-impact fireworks, display fireworks, and articles pyrotechnic, then bans igniting, discharging, or using any fireworks within the city at any time except under two paths. First, fireworks may be discharged in strict compliance with a permit the city issues under the Act. Second, consumer fireworks may be set off without a permit only during listed windows: 11 a.m. December 31 to 1 a.m. January 1; the Saturday and Sunday before Memorial Day and Labor Day, 11 a.m. to 11:45 p.m.; June 29 through July 4, 11 a.m. to 11:45 p.m.; and July 5 itself, 11 a.m. to 11:45 p.m., but only when July 5 falls on a Friday or Saturday.

Outside those windows, an individual faces a municipal civil infraction carrying a $1,000 fine per violation, of which $500 is remitted to the Novi Police Department, plus whatever other relief Sec. 1-11(c)(2) allows. The section adds further limits regardless of date: consumer and low-impact fireworks cannot be discharged on another person's property, school, or church grounds without the owner's written permission; cannot be used while impaired by alcohol or a controlled substance; cannot be aimed to harass or injure livestock; and cannot be discharged once the fire chief has imposed a no-burning restriction.

Breaking any of those additional rules is also a municipal civil infraction, capped at $1,000 per violation. The fire chief, the director of public safety, their designees, and sworn officers enforce the section and may seize fireworks used in a violation, with the violator responsible for the city's storage and disposal costs. Low-impact novelties like snakes and toy caps fall outside the section entirely.
