The City of Sammamish completely prohibits consumer fireworks. Under Sammamish Municipal Code Chapter 8.10, the sale of fireworks is unlawful (SMC 8.10.020) and the discharge or possession of fireworks is prohibited (SMC 8.10.040). The only exception is a public display conducted under a city-issued permit (SMC 8.10.030). Washington allows this local ban: RCW 70.77.250 authorizes cities and counties to adopt fireworks rules more restrictive than state law, provided any such ordinance takes effect no sooner than one year after adoption. Sammamish used that authority to enact a total ban and later to raise its penalties. The city established an escalating fine schedule that took effect June 1, 2019 (after the required one-year notice): $1,000 for a first violation of discharging fireworks, $5,000 for a second violation, and $10,000 for a third violation. Eastside Fire & Rescue, which provides fire prevention services to Sammamish, confirms that the sale and discharge of all fireworks within the city are banned except where otherwise provided in the Municipal Code. Reckless discharge can also be charged under state law (RCW 70.77.488) as a gross misdemeanor. Residents are encouraged to attend professional public displays rather than use personal fireworks.
