All consumer fireworks are illegal year-round in Federal Way under FWRC Chapter 6.63, including sparklers. First offense: $300 fine plus confiscation. Only licensed public displays are allowed.
FWRC Chapter 6.63 prohibits the possession, sale, and discharge of all consumer fireworks within Federal Way city limits, including items otherwise legal under Washington state law RCW 70.77 such as sparklers, fountains, ground spinners, and novelties. Only licensed public display fireworks permitted by South King Fire and Rescue and the Washington State Fire Marshal are allowed. Federal Way officers conduct additional patrols around July 4th and New Year's Eve. The non-emergency dispatch line for fireworks complaints is (253) 835-2121. Washington state law under RCW 70.77.395 expressly authorizes cities to ban consumer fireworks, and most South King County cities, including Auburn and Kent, maintain similar bans due to wildfire risk and fire suppression costs. Importing fireworks purchased on nearby tribal lands (Muckleshoot, Puyallup) into Federal Way is illegal.
First offense: $300 civil fine plus confiscation of all fireworks under FWRC 6.63. Repeat or aggravated violations: misdemeanor penalties up to $1,000 and/or 90 days jail under FWRC 1.10. Fireworks causing injury or fire damage: criminal charges and civil liability for suppression costs.
