El Cajon Municipal Code Section 15.56.130 amends California Fire Code Section 6104.2 to declare the entire jurisdictional limits of the City of El Cajon as the geographic area in which bulk storage of liquefied petroleum gas is prohibited, the exact protection Section 6104.2 authorizes for heavily populated and congested areas. The only carve-out is land zoned for industrial use, where bulk LP-gas storage remains permitted subject to the balance of Chapter 15.56's fire code standards. The city adopted this amendment through Ordinance 5094 Section 4 in 2019, layering it onto the California Fire Code adopted citywide.

Because the ban sits inside Chapter 15.56, it carries the same enforcement mechanics as the rest of the fire code amendments in that chapter. Section 15.56.140 makes any violation of the chapter, including the bulk-storage prohibition, a public nuisance that the city may abate under Chapter 1.16 of the Municipal Code. Section 15.56.150 separately makes it unlawful to use, occupy, or maintain any structure or storage in violation of the chapter, and classifies that violation as a misdemeanor subject to the general penalty clause in Section 1.24.010, or any other penalty the city adopts.

The prohibition targets bulk storage, the large above-ground or underground tank installations used by distributors and industrial users, not the small individual cylinders used for household barbecue grills or portable appliances, which fall under separate CFC provisions on cylinder handling rather than this geographic bulk-storage ban. Property owners or businesses proposing any bulk LP-gas storage installation must confirm industrial zoning before applying for a fire permit, since the fire code official will deny bulk storage proposed anywhere else in the city.
