Idaho Falls amends the International Fire Code to RESTRICT storage of liquefied petroleum gas (propane) in all zones citywide, except the Industrial & Manufacturing zones I&M-1 and I&M-2 (City Code 7-10-3(V)). Idaho Falls City Code 7-10-3(V) amends International Fire Code Section 6104.2 to provide that storage of liquefied petroleum gas (LP-gas / propane) is restricted within all zones in the City as defined by the City Zoning Ordinance and Official Zoning Map; the only exception is that LP-gas storage is permitted, consistent with the chapter, within the Industrial and Manufacturing Zones I&M-1 and I&M-2. This means bulk/large-quantity propane storage is not allowed in residential and most commercial zones. Separately, City Code 7-10-3(S) amends IFC 5704.2.9.6.1 to prohibit the storage of Class I and Class II liquids in above-ground tanks outside of buildings within the corporate limits (with narrow fire-code-official exceptions for fuel-dispensing stations and construction sites), and prohibits above-ground flammable-liquid storage entirely in residential zones (RP, RP-A, R-1, R-2, R-2A, R-3, R-3A, P-B, RMH). Storage of flammable cryogenic fluids outside buildings is likewise prohibited (City Code 7-10-3(U)). Ordinary consumer-quantity propane (such as the 20-lb cylinder for a backyard grill) is governed by the underlying 2018 IFC and NFPA 58 limits rather than the bulk-storage restriction; large stationary tanks are the focus of the city zone restriction.
Storing propane or above-ground flammable liquids in a prohibited zone is a fire-code violation, a misdemeanor under City Code 7-10-3(L), with each 24-hour period of continued violation after notice a separate offense.
