Idaho Falls adopts the 2018 International Fire Code (City Code Title 7, Ch. 10), which with the building code requires working smoke alarms in all dwellings - in each sleeping room, outside each sleeping area, and on every level. Idaho Falls City Code 7-10-1 adopts the International Fire Code, 2018 Edition, including all appendices, as the official fire code of the City (Ord. 3252, 05-13-19; latest amendments Ord. 3605, 4-10-25). The City's Title 7, Chapter 10 amendments focus on permits, fees, fire-apparatus access and hazardous-storage zoning rather than altering smoke-alarm provisions, so the model-code requirements apply as written. Under the International Fire Code and companion International Residential/Building Code (also enforced in Idaho), single- and multi-family dwellings must have approved smoke alarms installed inside each sleeping room, outside each separate sleeping area in the immediate vicinity of the bedrooms, and on each additional story of the dwelling including basements. In new construction and substantial alterations, alarms must be hard-wired with battery backup and interconnected so that activation of one sounds all alarms. The Fire Code requires existing fire-protection and detection systems to be maintained in working order. The Idaho Falls Fire Department defines its 'Life Safety System' to include fire alarm and detection systems and related equipment (City Code 7-10-2), and installation or modification of such systems in regulated occupancies requires a construction permit and Life Safety License (City Code 7-10-3(E)).
Failure to comply with the fire code, including required detection systems, is a misdemeanor under City Code 7-10-3(L), and each 24-hour period a violation continues after notice is a separate offense. Installing or modifying a fire alarm/detection system without the required Life Safety License and permit is a violation subject to a fine up to $300 per City Code 7-10-3(I).
